If you do 6-7 cm internal femur then you ll be 168-169 then wear 6 cm lifts (relative gain 4cm). You ll be average
Lifts are like high heels for women just do more LL
This is not a good idea, because my wingspan is only 158cm.
You got no choice really its either lift or do a second surgery in the other body part. Or live with your height with one surgery or no surgery. Though it be easier if you did femurs and then used lifts.

Wings limit I can only go to 6cm, 166.5cm I may still have psychological barriers.

These limits are bs.
If you want to be ok with your height go for 6.5 cm in femurs and 5.5 in tibias.
If things go well you'll look fine and you'll be average in your country.
Otherwise don't do anything. 6cm only will help you initially but after 1-2 years you'll still be frustrated with your height. You can do it and see, maybe you will be ok with that but imo you'll probably not.
So do 2 LL's or stay as you are. The money you have are ok.
Humerus lengthening is a joke, of course you don't need it.

Solid advice: continue to mutilate your own body. I wonder if you have already done 2 surgeries.

I agree with BodyBuilder only in your case. The way you put it you won't be satisfied with one surgery. However, BodyBuilder there are people who are less than 175 Post LL and are already satisfied. Sometimes improving yourself without having issues in the long run or needing more surgeries is for the best. i would be happy just being a little bit shorter than average so if I were him I would still do 1 LL and then evaluate if I need a second one maybe after a few years
