Jesus 180cm wanting to do LL. I guess I cant really judge, problem I see is that you want 10cm and your femurs are already too long. Perhaps your best shot is 4-6cm tibias and call it quit. Your wingspan is very very good even if you achieve 190cm somehow.
You have already got a great initial height. do only 1 segment 5-6 cm max. and thats it.
Do better research. Youre wasting your time doing 1cm. In my opinion its stupid.

I read your post and understand your predicament. My suggestion to you is lengthen 1 segment at a time meaning please dont do cross lengthening...tibias probably better for you since you mention ur femurs are longer.
Wingspan 192 cm is excellent. You may be pleased with your proportions. I was 176 cm, wingspan 185 cm, now im 184 cm in height and am very pleased with wingspan height ratio.
Most Western doctors should accept you, I think some Russian doctors may accept you too at that height though I cant be sure
I think you may be pleased with tibias if you add more than +5.0 cm. Understand, your tibia is longer than most people considering LL hence if you use the "+10% = low risk, 10-20% = medium risk, >20% = high risk" rule (which my doctor used) , then you should still be in low-medium risk if u add more than 5 cm. If u already happy after tibias, u may not even want femurs done
Go for it man. Lots of crabs in a bucket mentality here. Just make sure you split it among both segments and don't do anything foolish aka pick a good doc and don't distract too fast.
IMO you are the perfect demographic from this. Young, already a solid height (more preexisting bone means less overall ratio of bone lengthened), and good wingspan to match that amount of lengthening.
