Can you lenghten your tibias 20% without doing the ATL surgery?

Pretty much the question in the title, i know 15% is extra safe and 20% is the limit, but when exactly are you supposed to get ATL (which i don’t want to)

I believe it depends how you do pt and luck. Some people gets ballerina as early as 4cm.
