If someone does LL in a foreign country, will LL appear on his medical records?

In general, cosmetic LL is not covered by insurance. You need to pay everything directly to the hospital in advance. Your record will be only (supposedly) kept in the hospital and releasing your record by hospital without your permission is illegal. So I think you don't really need to worry about your confidentiality on your record. The major problem is whether people around you will recognize you being taller and make a fuss about it.
